Does anyone have any experience with wall anchors as a way of stabilizing bulging foundation walls in a 100 year old house? The house has 18" rubble stone walls and is built in clay soil that has been gradually drying out since 1968 when I moved in. I can't find any unbiased information on wall anchors on the web and can't afford new footers, concrete piers, etc.

There are many types of tie-backs, and when used for the proper situation deliver as advertised. With a stone foundation the question would be can you grab enough of wall do to the unlevelness of this type of foundation.
Another option may be to build a new wall inside/up against the existing foundation wall.
