What is the technical definition of a "structural repair?" For example, does removing old caulk from and repointing masonry fall within the category of "structural" repair?

Normally brick is a facade and not load bearing. So removing caulk and re-tuckpointing would not be considered structural.

If however you are refering to a masonry block foundation wall, this is load bearing and re-tuckpointing would be considered structural. But not with caulk!! This must be done with a mortar mix preferably with an epoxy base. It would also be wise to and some type of reinforcement to wall such as I-Beams, Carbon Fiber Strapping or Tie Backs.
