if I install a slightly raised basement floor ( off the actual concrete because of water ) ...can't I still get mold and mildew from the moisture underneath it ?

I would suggest using a dimple sheeting or product such as Dri-Core as mold will not grow on plastic. These type of systems also allow air flow underneath.
