New construction concerns

Hi I’m looking for some advice. I am having a house built and I went to look at the site yesterday and noticed a problem with the concrete for the basement. My gut feeling is that it needs to be removed and redone but I’m looking for an independent opinion from an outside source. Anyone that can look at these and give me your professional opinion I would appreciate it.

Has it been inspected by code official? What is this section for? It only looks to be a few inches thick. Certainly not thick enough for foundation wall
