Window Wells Rising Up

About 2 years ago I had my steel window wells replaced. Since then they have been gradually rising up and are now digging into the bottom of the siding.

Any ideas on what is causing this?

What is the correct way to install them? Specifically, should there be gravel on the outside of the wells or just earth?

The new wells are not bolted to the foundation. What is puzzling is that the old wells, more than 50 years old, barely moved up.

My biggest problem has been finding someone who is qualified to re-install the wells properly. I've requested that they use Tapcon screws plus sealer behind the flanges. When they ask me what is a Tapcon, I know I'm dealing with the wrong person.

I've tried several landscapers and masons. What skill or profession should I be contacting to install the wells?
