Unhappy Waterlogged

Just as we were about to reframe and insulate the basement, we received approximately 10 inches of rain and subsequently water in our basement. It is leaking out where the bottom of the floor and the poured concrete walls meet. Does anyone know what is causing this problem or how to fix it? We have not yet sought professional advice and are currently working on ensuring that water is draining properly from the exterior of the house.

If ther no visiable cracks or tie holes,first check sump pump,if there is no sump you may have clean outs which is the end result of drain tile system.
